From the time of his Heisman Trophy winning career at LSU and entrance into pro football, he was considered one of the best players in the game, and he lived up to that hype. There are countless players with less qualifications who are already in. I believe he is discounted: 1-because he played his entire pro career in the AFL. 2- his post playing days legal troubles.
